"I have been around black bears all of my life and find that while there may be the occasional rogue, 99% of them are reasonably peaceful, docile, quiet animals. Black bears are timid and reclusive. They infrequently impact humans.
Bears that become dependent on human food sources, such as garbage or homeowner handouts, become very uppity when this largesse is withdrawn.
First and foremost when bear visits ares suspected and damaged is observed, is to cut off absolutely all sources of food while simultaneously and vigorously discouraging the bear from coming around. Fish and Game officials can react quickly by catching the now-hungry bear in a live trap. They may take it 50 miles off into the forest, but there is no guarantee bruin won't return.
Bears easily range 50 miles if they wish. A relocated bruin could be right back at home in suburbia that night if it continued to believe your place provided the best deal..
Pepper sprays will mightly discourage marauding black bears. Pepper spray can be purchased at local sporting goods dealers or mail order from Revel Technology Inc., 832 West 1st, Birdsboro, PA, ARMI Market Products Box 3323, Yakima, WA phone # 1-800-735-1797.
Bears run 35 mph. When necessary, deploy your pepper gas early in large volumes."

Tabuai
"Tabuai (or Austral) Islands include 5 inhabited islands and 2 uninhabited islands forming a chain extending Southeast to Northwest over 800 miles. The nearest of these to Tahiti is Rurutu which lies about 300 miles South of Tahiti. The Tubuais are part of French Polynesia. The 2 uninhabited Tubuais are Bass Rocks and Maria.
Bass Rocks (or Isles), also known as Marotiri, consist of 4 tiny islands at 28 degrees South, 143 degrees West, 46 miles Southeast of Rapa, at the Southeasterly end of the Tubuai Islands. Bass rises to 346 feet and is visible from Rapa in the winter. There are no good landing places.
Maria, also known as Hull, lies at the opposite northwesterly end of the Tabuai Islands at 22 degrees South, 154 degrees West. It is an uninhabited atoll consisting of 4 islets. Maria is about 120 miles Northwest of Rimatara and is occasionally visited by natives from there on fishing or copra cutting expedition."

This allows the police and security agencies to maintain a facade of legality, as the use of a safe house limits the number of people who know who is being held without legal cause or who might even be tortured. Because the victims never see the inside of a government building, even if they eventually manage to escape, they cannot prove that the men who tortured them were police officers. This also makes it much more difficult for friends and family to discover where the political prisoner is being held. Government officials will always deny that the government security forces had anything to do with the disappearance."
